The DCN’s response to the DCLG consultation into 100 per cent retention of business rates reiterates that the final design of any new system must be as simple and transparent as possible.

Recommendations set out by district councils include, ensuring the right balance between need and incentivising growth, as well as funding the cost of appeals, which are backdated to before the start of the scheme, separately from the new proposed scheme.
