DCN responds to Extended Producer Responsibility proposals for waste services

The District Council’s Network welcomes the opportunity to consult on these Resources & Waste Strategy proposals and are broadly in favour of the plans for Extended Producer Responsibility, agreeing with the ‘polluter pays’ principle.

However we wish to ensure that EPR payments are not used as a method to push authorities to follow universal collection practices. Waste Collection Authorities should still retain as much local discretion as possible on how to collect recyclables efficiently and effectively. We also have some concerns over the data reporting requirements that will be necessary from the second year of the scheme and suggest an alternative payment system to give authorities as much certainty as possible during a time of great reform.
